NUCUF + Voices ADFOCAD

Building the National Blueprint for Unpaid Carers

One movement. Two organisations.

The National Unpaid Carers Union and Forum (NUCUF) and Voices ADFOCAD stand together as a united front for unpaid carers across England and Wales. Our partnership is built on a simple commitment: carers deserve systems, not survival mode.

We are aligning lived experience, legal expertise, and system design into a single, national Blueprint that defines how unpaid carers should be recognised, protected, and supported in law, policy, and practice.

What the National Blueprint does

  • National standards: Defines clear rights, protections, and pathways for unpaid carers.
  • Enforcement mechanisms: Builds the tools and accountability structures missing from the Care Act.
  • Integrated systems: Connects identity, safety, accessibility, and employment into one coherent framework.
  • Local to national: Turns local practice and casework into national policy change.

How NUCUF contributes

NUCUF designs and builds the structural systems carers should already have: national identification standards, emergency information tools, accessibility ratings, and operational models that link health, social care, and employment.

These systems form the practical backbone of the Blueprint, showing government and partners not just what must change, but exactly how it can be implemented.

How Voices ADFOCAD contributes

Voices ADFOCAD brings legal advocacy, casework insight, and direct representation of carers and disabled people into the Blueprint. Their work ensures that every system we design is grounded in rights, enforceability, and real‑world experience.

Together, we turn individual stories and tribunal cases into structural reform, closing the gap between what the law promises and what carers actually live.

NUCUF and Voices ADFOCAD are not asking for carers to be recognised in words, we are building the Blueprint that makes recognition enforceable in practice. This partnership exists so that unpaid carers across England and Wales can rely on systems, not luck.

One Blueprint. One movement. Two organisations standing together for unpaid carers.

NUCUF + RILC Coalition Partnership

Strengthening the National Blueprint for Independent Living

NUCUF is proud to stand as a supporting organisation within the Roadmap to Independent Living Coalition (RILC). This partnership brings together national advocacy bodies, lived‑experience leaders, and system‑design organisations to create a unified, enforceable pathway for independent living across England and Wales.

Why NUCUF Joined the Coalition

RILC provides a national platform where organisations can combine expertise, evidence, and lived experience to influence government policy and reshape the future of social care. NUCUF’s role is to bring structural system‑building into the coalition ensuring carers are supported not just in principle, but through real, operational mechanisms.

Together, we are aligning the rights of unpaid carers with the wider independent living movement, ensuring carers and cared‑for individuals are recognised as equal partners in national reform.

What This Partnership Delivers

  • Unified national voice: Carers and disabled people represented together in policy reform.
  • Blueprint alignment: NUCUF’s systems integrated into RILC’s independent living framework.
  • Policy influence: Joint submissions, evidence, and national advocacy.
  • Cross‑sector collaboration: Working with organisations across health, social care, and disability rights.

NUCUF’s Contribution to the National Blueprint

NUCUF brings system architecture, national identification standards, emergency information tools, accessibility ratings, and operational models that connect carers, cared‑for individuals, NHS services, social care, and employers.

These systems form the structural backbone of the Blueprint, demonstrating how independent living can be supported through real‑world infrastructure rather than theoretical policy.

RILC’s Role in National Reform

The Roadmap to Independent Living Coalition brings together organisations committed to transforming the UK’s approach to disability rights, social care, and independent living. Their coalition model ensures that reform is shaped by those who live the reality every day.

NUCUF strengthens this mission by ensuring unpaid carers, the backbone of the health and social care system are fully embedded within the national conversation.

NUCUF’s partnership with RILC is a commitment to national change. Together, we are building a future where independent living is supported by real systems, real protections, and real accountability.

One coalition. One Blueprint. One movement for independent living and unpaid carers.

NUCUF’s National Systems Approach

From The Sayce Review to Frontier Economics & DBT AI Modelling

NUCUF’s systems approach is shaped by three major national influences: The Sayce Review, Frontier Economics, and the Department for Business & Trade (DBT). Together, these frameworks guide how NUCUF designs identity, safety, accessibility, and emergency‑information systems that support unpaid carers and cared‑for individuals across the UK.

Influence of The Sayce Review

The Sayce Review emphasised independence, choice, and control for disabled people. NUCUF applies these principles directly to carers — ensuring they have the tools, protections, and recognition needed to maintain independence while supporting others.

This foundation shapes NUCUF’s identity standards, emergency information pathways, and accessibility frameworks.

Frontier Economics & DBT AI Modelling

  • National modelling input: NUCUF contributes technical insight into AI models shaping future labour and care systems.
  • Economic relevance: Ensuring unpaid care is recognised as a core economic force worth £186bn annually.
  • System architecture: Providing real‑world structures for identity, safety, and emergency information flows.
  • Blueprint alignment: Ensuring national AI systems support carers’ rights and operational realities.

NUCUF’s Integrated Approach

NUCUF combines policy principles from The Sayce Review with modelling insights from Frontier Economics and DBT to build systems that work in real emergencies, real workplaces, and real communities.

This includes identity standards, emergency medical summaries, accessibility ratings, and carer‑safety infrastructure.

A Nationally Aligned Model

By aligning with national reviews and modelling work, NUCUF ensures its systems are not theoretical they are compatible with government strategy, economic modelling, and future AI‑driven infrastructure.

This positions NUCUF as a structural contributor to the UK’s future care and independence framework.

NUCUF’s approach is shaped by national policy, economic modelling, and lived‑experience design. This ensures carers and cared‑for individuals are supported by real systems, real protections, and real accountability.

Policy foundations. Economic modelling. Real‑world systems for carers.
