The Independent Living Campaign is a partnership with RILC - The Roadmap to Independent Living Coalition.
Its purpose is to coordinate policy reform, advocacy, and lived‑experience input around independent living, accessibility, and social‑care transformation. The coalition brings together major disability rights bodies, local and regional organisations, and independent living centres to present a unified voice to government departments, select committees, and national agencies.
Joining the coalition places unpaid carers directly inside the national reform network shaping the future of social care.
This partnership ensures carers’ experiences, pressures, and structural needs are represented in policy discussions with government, local authorities, and national agencies. By joining RILC, NUCUF brings unpaid carers into the independent‑living agenda as equal stakeholders, strengthening the push for fair funding, integrated respite, safer crisis pathways, and a modern care system that recognises carers as a vital national workforce.
NUCUF will shape the Independent Living Campaign by establishing a structured channel between unpaid carers and local authorities, ensuring that real‑world pressures, gaps, and systemic failures are fed directly into the national reform agenda.
The Virtual Roundtable becomes the mechanism that transforms individual experiences into collective evidence, giving carers a formal role in shaping policy rather than being consulted after decisions are already made.
By bringing councillors into a coordinated dialogue with carers’ organisations, NUCUF creates a space where local authorities can openly identify barriers, resource constraints, and opportunities for collaboration. This allows the Campaign to build reform proposals that are grounded in both lived experience and operational reality, strengthening their credibility when presented to government.
Through this model, NUCUF positions unpaid carers as strategic contributors to the Independent Living Campaign’s direction. The insights gathered through the Roundtable will inform national recommendations, highlight where councils need support, and help define the standards required for a modern, safe, and sustainable independent‑living system.
